1. All members were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the July 2, 2019 regular and drainage authority meetings with a change to a motion in the drainage authority minutes as follows: the purchase of a 2020 Chevy Silverado for $31,234.00 from Blake Greenfield Chevrolet Buick in Wells after review of state contract bid and due to the newer year of the vehicle.

3. Approved agenda of July 16, 2019.

4. Approved hiring ISG to initiate a facilities assessment for the Courthouse, Annex, County Attorney building, Public Works site and the Law Enforcement Center for $18,450.00. Commissioner Loveall voted no.

5. Hired Trent Kotasek as part-time dispatcher/jailer in the Sheriff Department.

6. Approved sending specific old tax and assessment records to the State Archives.

7. Accepted resignation of Central Services Director Dawn Fellows effective August 16, 2019 with regret.

8. Approved partial payment #1 to Hodgeman Drainage Company, Inc. in the amount of $111,875.80.

9. Approved Resolution 19-CB-29 appointing Darren Esser as deputy registrar upon certification by the commissioner of public safety. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

10. Approved requests of J. Blair to attend a 1-day MN Assoc. of County Auditors, Treasurers, & Finance Officers presidential nominating primary training in Morton and 1-day OmniBallot tablet demonstrations in New Ulm.

11. Accepted quote from G & S Drainage in the amount of $9,130.00 to demolish forfeited tax site in Frost.

12. Closed meeting due to client-attorney privilege on pending or threatened litigation on CD21.

13. Approved payment of bills totaling $203,372.48 with the addition of the approval of second half allocation to the Fair Board in the amount of $7,500.

Discussion was held concerning the following:

1. D. Fellows met regarding central services business.

2. Minnesota Counties Intergovernmental Trust Director of Field Services Kevin Balfanz met to present an update on insurance coverage.

3. M. Lore and ISG Engineer Chuck Brandel met regarding drainage issues.

Blue Earth Area School Board Minutes

July 15, 2019

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, July 15, 2019, in Blue Earth, MN.

Present were School Board members: S. Hauskins, F. Bly, S. Beyer, S. Rosenau, K. Zierke, J. Eckles and S. Benz. Also Attending were Supt. Fletcher, principals, members of the press, staff and public.

The meeting was called to order at 6:00 p.m. by Chairman Benz. The Pledge of Allegiance was recited.

Jeff Eckles took the Oath of Office.

On a Beyer/Zierke motion, the agenda was approved with a 7-0 vote.

On a Bly/Hauskins motion, the minutes from June 10th, June 25th special meeting, and June 25th work session were approved. 7-0 vote.

The Board approved the payment of bills and wire transfers totaling $2,597,377.99 on a Hauskins/Beyer motion. 7-0 vote.

PUBLIC NOTICE

Notice is hereby given that the Faribault County Housing and Redevelopment Authority have completed the updates to our new 5 Year PHA Plan. We are mandated by HUD under our Housing Choice Voucher Program to prepare a new updated 5 Year Plan on a cycle of every 5 years with any new amendments made on an annual basis during that 5 year period. The plan outlines the goals, objectives and activities of the HRA over the next 5-year period of time.

The plan will be available for review and for comments from August 19 through October 4, 2019. This information will be available for review at the MVAC offices located in Blue Earth at 301 No. Main St., Blue Earth, or our Mankato Office at 706 North

Victory Drive, Mankato, MN. Any comments must be received no later than 4:00 p.m. on Friday, October 4, 2019, and can be addressed to Mary Phillips, Section 8 Housing Coordinator at either office address. Any questions can be directed to Mary Phillips, Housing Department, MVAC at 507-345-0450.
