SEPTEMBER 18, 2018

1. All members were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of September 4, 2018 regular and drainage meeting.

3. Approved agenda of September 18, 2018.

4. Approved an allocation of $5,000 to the Faribault-Martin-Jackson County Drug Court.

5. Approved the Public Works Director to order a motor grader for 2019 which will save $8,000 to $10,000 at this time.

6. Approved SSTS loan of $15,706.71 and a grant of $3,000 to Kim Stickfort on Parcel No. 20.033.0301.

7. Established compliance committee.

8. Approved request of D.Killion to attend a 1-day Public Alerting Authorities workshop in Marshall, MN; S. Determan to attend a 1-day Law Enforcement Data workshop in St. Paul; J. Casias to attend a 6-day Jail Academy at Camp Ripley.

9. Approved transfer of outlet fees expenses for CD3, CD5, and CD7 for the 2016-2017 expenditures and the 2018-2019 expenditures

10. Approved Resolution 18-CB-46 setting proposed 2019 levy at $11,560,432 after reduction of program aid and budget of $24,873,034 in revenues and $25,642,724 in expenditures. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

11. Approved payment bills totaling $ 214,341.68.

1. D. Fellows met regarding central services business.

2. Tracy Henning met regarding Faribault-Martin-Jackson Drug Court.

3. B. Rabbe met regarding solid waste budget.

4. Blue Earth Chamber of Commerce Director Cindy Lyon and Blue Earth City Administrator Tim Ibisch met regarding property tax abatement on the welcome center in Blue Earth.

5. M. Daly met regarding public works business.

6. L. Bosma met regarding SSTS business.

7. K. Harries met regarding extension budget.

8. S. Asmus met regarding recorder business.

OCTOBER 2, 2018

1. All members were present. The pledge of allegiance was recited.

2. Approved agenda of October 2, 2018.

3. Approved Change Order No. 5 for $5,154.00 covering exterior building project, southeast tower roof repair, and wood sill damages.

4. Approved purchase a Caterpillar 12M3 motor grader from the state contract for $395,748 with a trade-in of $60,000.

5. Approved Resolution 18-RB11-47 to act as legal sponsor for 2019 Maintenance and Grooming grants with the Minnesota Department of Natural Resources for snowmobile trails managed by Faribault County Trails, Blue Earth Snow Rovers Snowmobile Club, and Stateliners Snowmobile Club. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

6. Approved a lease agreement with Mathy Construction Company of Onalaska WI for stockpiling asphalt millings at 4178 550th Avenue in Bricelyn until September 26, 2019.

7. Approved SSTS loan of $7,016.42 and a grant of $3,000 to Mary Ochs on Parcel No. 05.024.0501 with $1,754.11 of the grant going to pay the borrowers' share of the invoice and the remaining $1,245.89 paid against the SSTS loan reducing the balance to $5,770.53.

8. Approved SSTS grant of $3,000 to Nancy Collins on Parcel No. 08.005.0400.

9. Named the following financial institutions as depositories of funds for Faribault County for a period of one year: First Bank of Blue Earth, Wells Fargo, First Financial Bank of Winnebago, Peoples State Bank of Wells, and State Bank of Easton.

10. Approved findings and order for the redetermination of benefits for CD17. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

11. Approved findings and order for the redetermination of benefits for CD 37. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

12. Approved findings and order for the redetermination and benefits for CD 55. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

13. Approved Resolution 18-CB-48 declaring Faribault County in a state of emergency for the September 20, 2108 storm event. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

14. Approved request of K. Smith and E. Bromeland to attend an Active Shooter Situations course in Shakopee on October 23, 2018.

15. Approved payment bills totaling $450,147.92.

Discussion was held concerning the following:

1. T. Beckman and Bob Mickelson of ISG met regarding Building and Grounds business.

2. D. Fellows met regarding Central Services business.

3. M. Stindtman and A. Huber met regarding Soil and Water budget.

4. M. Daly met regarding Public Works business.

5. L. Bosma met regarding SSTS business.

6. Several owners and operators on CD21 project spoke during Drainage Authority public comment.
