Main, Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent dated July 14, 1998, and codicils to the will, dated December 9, 1998 ("Will"), and for the appointment of Jerome Glass Sr., whose address is 439 Wagon Train Dr. SE, Rio Rancho, NM 87124 as Personal Representative of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representatives will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.

2. Approved synopsis and official proceedings of the October 3, 2017 regular and drainage meeting.

3. Approved agenda of October 17, 2017.

4. Hired Jenna Schmidtke as the Veterans Services Officer effective immediately.

5. Hired Rose Lacher-Hall for the part-time clerical position in the Recorder's office effective October 30, 2017.

6. Hired Hyunmyeong (William) Goo for the staff engineer position in the Public Works Department effective October 25, 2017.

7. Adopted Resolution 17-PZ07-31 the Buffer Law Ordinance in accordance with Minnesota Statute 103F.48. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes. Minnesota's buffer law, Minn. Stat. 103F.48, establishes new perennial vegetation buffers of up to 50 feet along lakes, rivers, and streams and 16.5 feet along ditches to help filter out phosphorus, nitrogen and sediment. The deadline for implementation on public waters is November 1, 2017. The deadline for public ditches is November 1, 2018. The law provides flexibility for landowners to install alternative practices with equivalent water quality benefits. Compliance determinations are done by the Soil & Water Conservation District (SWCD) on a parcel by parcel basis. Upon completion of the evaluation the SWCD will issue a determination to the landowner, the County, and the Board of Water and Soil Resources (BWSR). On receipt of a SWCD Notification of Noncompliance, the County will issue the landowner a Corrective Action Notice and Administrative Penalty Order (APO) that will include what is needed to become compliant, a timeline, and will outline the APO. The Faribault County Board adopted the Buffer Ordinance Section 38, to meet the requirements of Minn. Stat. 103F.48. The above notice is a summary of the Buffer Ordinance. A full text is available at the Faribault County Auditor's Office and the Faribault County Planning & Zoning Office.

8. Approved Natural Resources Block Grant agreement with Minnesota Board of Water and Soil Resources in the amount of $99,657.

9. Authorized allocation of $10,000 for 2017 to the Faribault County Historical Society.

10. Changed December 5, 2017 meeting date to Thursday, December 7, 2017 at 9:00 a.m.

11. Approved requests from M. Durkee and D. Babcock to attend a 1-day Bridge Safety Inspection refresher training in Mankato; J. Howard, M. Sonnek, and A. Noll to attend an online DMT Operator Recertification course; and L. Rebuffoni to attend a 2-day Rural Comprehensive Planning in St. Cloud.

7. Approved purchase of a trailer from Yeager Implement for $14,606.50 from the invasive species act funds.

8. Approved purchase of spraying equipment from the invasive species act funds.

9. Directed Commissioners Roper and Groskreutz to meet with the City of Blue Earth and other interested parties to discuss options for EDA administration.

10. Approved following financial institutions as depositories of funds for Faribault County for a period of one year: First Bank of Blue Earth, Wells Fargo, First Financial Bank of Winnebago, Peoples State Bank of Wells, and State Bank of Easton.

11. Approved requests of M. Durkee and D. Babcock to attend a 1-day Construction Site Management recertification training in Mankato; D. Babcock to attend a 1-day Concrete Field recertification training in Arden Hills, a 1-day Bridge Construction recertification training in Arden Hills, and a 1-day Concrete Plant recertification training in Arden Hills; L. NEW FM TRANSLATOR

STATION

Channel 237

at Blue Earth, MN

Notice is hereby given that on December 1, 2017, Riverfront Broadcasting of Minnesota, Inc. filed an application with the Federal Communications Commission for a new FM translator station to serve Blue Earth, Minnesota. The application seeks authority to operate the new FM translator station on Channel 237 with a maximum effective radiated power of 0.25 kW from a transmitter site located at 43-40-1 North Latitude, 94-7-19 West Longitude. The new FM translator station proposes to rebroadcast AM station KBEW, which serves Blue Earth, Minnesota on 1560 kHz.

REQUEST FOR PROPOSAL

Region Nine Development Commission (RNDC) has initiated a Request for Proposal (RFP) process to identify a vender qualified to update the City of Madelia's logo and website as well as create a promotional video(s) for the community. RNDC requires a vendor who has demonstrated experience in managing website and logo development projects and expertise with best practices regarding successful website design, development and deployment.

There are three goals for this project: (1) Update the city logo to better reflect the community. (2) Redesign the city's website to create a more efficient user experience, become more visually appealing, have better search engine optimization and integrate with social media platforms. (3) Create an attractive video(s) to promote the community.
