4. Accepted low bid of Northern Lines Contracting of $2,866,032.85 for the construction of the County Ditch 21 Improvement Project. Other bids received were: Dirt Merchants Inc. for $3,249,594.63; Hjerpe Contracting Inc. for $3,313,084.20; Ground Works Backhoe Service LLC for $3,739,402.74; Swenke Ims Contracting Inc. for $3,787,751; and Hodgman Drainage Company, Inc. for $3,863,628.95.

5. Loveall motion to pay $23,204.25 for the demolition costs of a forfeited parcel in the City of Winnebago failed for lack of a second.

6. Young motion to pay $6,000 for additional expenses on the demolition costs of a forfeited parcel in the City of Winnebago failed for lack of a second.

7. Approved paying $12,000 to the City of Winnebago for the demolition costs of a forfeited parcel in the City of Winnebago.

Low quote was not accepted due to a smaller cab, maintenance issues on present trucks, and defrosting ability. Commissioner Groskreutz voted no.

11. Closed meeting per Minnesota Statute 13D.05 to discuss attorney privilege provisions involving the Veteran Services office. Present were Commissioners Groskreutz, Loveall, Roper, Warmka, and Young, County Attorney Troy Timmerman, and County Auditor/Treasurer/Coordinator John Thompson.

12. Approved request from M. Lore to attend a Broad User Outreach meeting in New Ulm.

8. Motion for a full refund of original driveway permit fee upon passing inspection of completed driveway within one year died for lack of a second.

9. Amended driveway permit fees to $100 on a standard driveway with $100 returned upon satisfactory final inspection and $200 on a commercial driveway with $200 returned upon satisfactory final inspection of completed driveway by the Public Works Director within one year. Commissioners Loveall, Roper, and Warmka voted yes. Commissioners Groskreutz and Young voted no.

10. Meeting was closed to discuss pending litigation concerning the Veterans Service Office

11. Approved payment bills totaling $351,403.97.

BLUE EARTH AREA SCHOOL BOARD PROCEEDINGS

June 12, 2017

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D #2860 was held on Monday June 12, in Blue Earth, MN.

Present were School Board members: Benz, Bly, Coxworth, Haugh, Hauskins and Patten.

Absent: Ripley

Also attending were Supt. Gough, members of the press, staff and public.

The meeting was called to order at 6:30 p.m. by Chairperson Bly. The Pledge of Allegiance was recited.

On a Haugh/Hauskins motion the board approved the agenda. Unanimous approval.

The minutes from the regular May meeting were approved on a Patten/ Benz motion.

The minutes from the Special meeting held in May were approved on a Hauskins/Coxworth motion.

Public input: None

The board unanimously approved seven money transfers in the amount of $1,215,410.01. Haugh/Benz motion.

Chairperson's report: Chairman Bly reminded the Board Members to get signed up for the Summer Conference in August if they wished to attend.

Superintendents Report:

Dr. Evan Gough summarized the Legislative actions that were pertinent to the operations of our School District following the latest session.

Committee Reports: A report was given by Member Haugh in regards to Southern Plains Cooperative.

Principal Reports:

Mr. Dressler was in attendance and gave a recap of the activities that finished up the school year and informed us that the kids that are going on the Trek left today and Summer School starts after July 4th.

Other Reports:

Jenn Berkner was present and gave a presentation on the Technology upgrades that will be happening this summer within the District.

Action Items:

On a Haugh/Hauskins motion the Board unanimously approved a Memorandum of Understanding with the BEAEA.

Superintendent Dr. Evan Gough was designated as the official with authority to designate usage access to MDE on a Patten/Benz motion.

CliftonLarsonAllen was approved as the CPA for BEA this year on a Benz/Hauskins vote.

On a Haugh/Hauskins motion the Board approved the original budget for 2018.

A Resolution for reallocation of gen. revenue for FY18 was introduced on a Patten/Haugh motion. Voting in favor: Bly, Benz, Coxworth, Haugh, Hauskins and Patten. Against: none

Board meeting dates for 2017-2018 were introduced on Benz/Patten motion. Special Notice was given to the new 5:30pm start time.

On a Hauskins/Haugh motion the MREA Membership was approved for 2017-2018.

On a Haugh/Patten motion the following depositories were approved for 2017-2018: MSDLAF, Wells Federal, First Bank Blue Earth, Wells Fargo, Frost State Bank and First Financial Bank of Winnebago.

The Legal Firms of Knutson Flynn and Deans along with Frundt and Johnson were approved as Legal Representatives for 2017-2018 on a Hauskins/ Benz motion.

Alan Wilhelmi, Karen Hougen and Heidi Olson are authorized to make wire transfers for the 2017-2018 school year on a Coxworth/Hauskins motion.

On a Patten/Hauskins motion the Board approved staff use of Walmart and HyVee cards.

The amount given for Staff recognition events was set at $4000 on a Benz/Haugh motion.

Personnel:

On a Hauskins/Patten motion the following contracts were approved: Janelle Jacobsen-HS Language Arts & Holly Christian- HS Business Ed.

On a Haugh/Benz motion the following Resignations were approved: Mary Anders, Theresa Eckles, Sarah Fering & Braeden Hogie.

The Retirement of LeAnn Boettcher was accepted with a Hauskins/Patten motion.

A Leave Request for Carissa Maday was approved on a Hauskins/Patten motion.

The hiring of Rachel Peterson and Anna Oswald were approved on a Haugh/Patten motion.

The following Policies were approved on a Hauskins/Coxworth motion: 401, 402, 403, 404, 405, 406, 407, 408, 409, 412 & 416.

The following policies were introduced for a 1st reading and future approval: 214, 410, 413, 414, 415, 506, 522, 524, 533, 616 & 807.

On a Hauskins/Coxworth motion, the board was dismissed at 7:25 p.m.

Notice is hereby given that the Faribault County Planning Commission will meet on Tuesday, July 25, 2017, at 7:00 PM in the Conference Room of the Faribault County Ag. Center, Blue Earth, MN.

The meeting agenda will include a Public Hearing on the application of Michele and Troy Stindtman for a Conditional Use Permit.

Applicants are requesting a Conditional Use Permit for an Event Venue in the A-2 General Agriculture District.

The site is located at the following described property:

The North Half of the Southeast Quarter of Section Twenty (20), Township One Hundred Two (102) North, Range Twenty-seven (27) West, Blue Earth Township, Faribault County, Minnesota.
